Improving, Increasing and Facilitating access to Renewable Energy Education and Training in Latin America

Latin America and the Caribbean are rich in renewable energy resources, but it is estimated that only a small share of its potential in renewable energies is currently used. The existing plans and NDCs to ensure access to affordable and reliable energy for all in the region are based in large scale renewable energy deployment. Nevertheless, this deployment is starting to suffer a shortage of skilled technicians. ETRELA strived to systematically analyze the human resources needed in RE, take inventory of the existing education and training (E&T) activities, common curricula and quality standards for education and to produce a regional strategy to optimise E&T facilities for the region.

Capacity Building on Green Energy and Climate Finance

The lack of adequate financing options is still a great obstacle in opening up potentials for climate protection by means of renewable energies and energy efficiency in developing and newly industrialised countries. An important reason for this is the reluctance of banks and investors to finance RE and EE due to the lack of experience with RE and EE projects as well as a lack of information about funds available internationally for financing climate protection projects. By training local financial professionals, this project aimed to transfer know-how for them to be able to profit from new business opportunities in a growing industry.

Activities

The second batch of the Green Banking project was developed similarly in terms of the organization and execution of online trainings, live seminars and delegation tours. The online trainings were set to give a general introduction into green energy finance topics. The in-person seminars were organized as 3-day events with a country specific in-depth training on technical and financial topics and an introduction to the MS-Excel® tool for project assessment and financial structuring. The collaboration allowed to continue the development of the “Green Finance Specialist” program, with a translation of the materials into spanish, and the development of a 2-year Master programme in collaboration with a German university. Aditional to the previous phase, there was a batch of Train-the-Trainer Seminars, for professionals who already have experience in green energy finance for an in-depth training on technical, financial and didactical topics in order to join the pool of lecturers for the “Green Finance Specialist” degree. RENAC organized delegation tours for senior staff from business development departments, who were invited to Germany (Frankfurt and Berlin) for B2B meetings, knowledge exchange with German financing experts, workshops and trainings at RENAC’s premises and site visits of outstanding RE and EE projects.

Uganda and Senegal are confronting the challenge of pursuing low-carbon economic growth while also enhancing energy access for their populations. The current strategy is to promote private-sector-led rural electrification that primarily relies on the use of decentralised renewable energy technologies (DRE), however, this investments are stalled by a lack of adequate financing options and affordable low-cost debt. Thus, for the renewable energy sector to grow and to create the expected local benefits, it is crucial to engage the local financial actors in green energy lending practices and link them to national and international climate finance structures. Their reluctance to engage in green energy lending is due to a gap in knowledge about the positive economic impacts of RE and EE investments. The Green Banking Africa programme tackles this by providing capacity building support on green and climate finance to financial institutions as well as to the relevant private and public stakeholders in both countries.

Capacity Building to Support a Sustainable COVID-19 Response with Green Energy Finance

GET.invest is a European programme which supports investments in renewable energy. The programme targets private sector business and project developers, financiers and regulators to build sustainable energy markets in partner countries. Services include market information, a funding database, matchmaking events and access-to-finance advisory. The programme is supported by the European Union, Germany, Sweden, the Netherlands, and Austria, and works closely with initiatives and business associations in the energy sector. To strengthen the supply side of financing and increase local currency investments in renewable energy, GET.invest has also launched a pilot initiative in partnership with RENAC to apply the Green Banking program, supporting domestic financiers in developing and offering financial products and assessing renewable energy financing requests. One of the core elements of the activity is demand-driven, one-on-one coaching, allowing financiers to work on real cases and develop tools to assess the potential for renewable energy financing in their client portfolio.

Master Degree Program

GPE NET was a two-year Master program in English, offered by the TU Berlin and RENAC until 2018 (now it is offered only by TU). The degree program offered comprehensive qualification in renewable energy technologies such as photovoltaics, solar thermal systems, wind energy, hydro power, bio energy and geo thermal systems. The major aims were to prepare its students for the challenges of the booming renewable energies markets. The course of studies is oriented around the requirements in commercial practice and takes all steps of the value-creating process into account; from production of renewable energies components, planning /installation and operation of renewable power generation facilities, up to management, financing, law and marketing aspects of the renewables industry. GPE currently offers two majors: Manufacturing and Solar Technology. The Manufacturing major was introduced at the beginning of the GPE program in 1998. The Solar Technology was founded in 2007 as a way of developing technological potential in this area of international engineering education, in which RENAC was an initiator. The strong connection between the solar industry and the research institutes in the regions of Berlin and Brandenburg brings theory and practice together in one place.
