Participants gain an applied understanding of renewable energy policies, state energy planning, key technologies and cross-sector applications, with a strong focus on how to design and implement effective measures in their own institutional context. The trainings combine policy-strategy perspectives with practical tools, case studies and peer exchange to help officials move from planning to implementation.

Participants are expected to be staff of relevant government departments, agencies or state institutions working on or linked to energy, climate and sectoral policies in the six partner states. For ToT participants, prior experience in training, consulting or teaching on energy or related topics is desirable.
The trainings address senior and mid-level officials from energy and nonenergy sector departments, including state nodal agencies for renewable energy, sectoral line ministries (agriculture, transport, industry, tourism, urban development, etc.), regulators and planning bodies. For the ToT component, trainers from selected Indian research institutes and training providers are engaged so that they can subsequently roll out similar trainings to wider audiences.
Participants attend structured training sessions, engage in discussions and group exercises, apply tools to their own institutional cases, and contribute to peer learning and networks across states. ToT participants additionally practice facilitation techniques and receive guidance on how to integrate the modules into their own institutional training offerings.
